Frank Lampard's 38th-minute shot was clearly over the line when England were only trailing 2-1 but referee Jorge Larrionda allowed play to continue.
Miroslav Klose and Lukas Podolski put Germany in command before Matthew Upson reduced the arrears. Then Muller's double strike in the second half ended England's hopes.
